To appropriate $1.4 billion state tax dollars so as to deliver a range of generous social welfare benefits to households whose incomes do not exceed 150% of the federal poverty rate based on family size. These would include interest-free home loans up to $150,000 each; grants and interest-free loans of up to $100,000 each to “low income individuals who own small businesses;” up to $100,000 each for job training and technical education programs; and more.
