To eliminate language in the law establishing who may perform (“solemnize”) marriages that refers to “ministers of the gospel,” and replace it with “religious leader,” “faith-based leader” or a “celebrant or officiant of a secular organization who is authorized by the secular organization to solemnize marriages”.
