To accelerate the multi-year phase-in of a “sales tax on the difference only” exemption on new vehicle purchases, which under current law is supposed to gradually increase over a number of years a sales tax exemption based on the value of a used vehicle that a customer trades-in for a new vehicle at a new-car dealer.
