To authorize an exemption for local “land bank” authorities authorized by a <a href=" https://www.michiganvotes.org/2003-HB-4483">2003 law</a> from having to pay local government “user fees” levied by local governments. These entities have extensive powers to acquire real or personal property by gift, devise, transfer, exchange, foreclosure, purchase, etc.; and to own, lease out, convey, demolish, relocate, or rehabilitate it.
