To permit (but not require) a county to create an “overdose fatality review team” comprised of officials from specified health, welfare, medical, corrections, school and other interests, which would “promote cooperation and coordination among agencies” involved in fatal overdose investigations; “identify potential causes and incidence” of overdose fatalities; “recommend and plan for changes within the agencies” and “propose potential changes to law, policy, funding, or practices”.
