Repeal life without parole for imprisoned minors

To establish a process for granting parole to an individual sentenced to life without parole for first degree murder when under the age of 18. The bill would permit a parole board to review the sentence after 10 years and grant parole if certain factors specified in the bill apply. Senate Bill 848 would repeal this penalty for minors.
