To double the assessment a drainage district may levy on property owners, so as to replenish accounts it must maintain for inspection, repair, and maintenance of the drain. This refers to the state Drain Code and commissions that maintain the networks of ditches (drains) that starting in the later 19th century converted large parts of Michigan into productive farmland.
