To impose a “binding arbitration” mandate on every state agency, not just the state police. This would invest binding arbitration panels with the power to impose contract terms between state agencies and employees when a collective bargaining “impasse” is claimed. The legislature could only reduce or reject the ordered pay increases with a two-thirds majority vote in both houses. This is tie-barred to Senate Joint Resolution M, meaning it cannot become law unless that is placed before voters and approved first. SJR M would impose a binding arbitration mandate on every state agency in the constitution.
