House Fiscal Agency Analysis

House Bill 4015 would amend the Insurance Code to cap the amount insurers can charge insured individuals for prescription insulin drugs in the state. Under the bill, any insurer that delivers, issues for delivery, or renews a health insurance policy in Michigan would be prohibited from requiring insured individuals to pay more than $50 for each 30-day supply of prescription insulin drugs. The bill would apply to any health insurance policy that is delivered, executed, issued, amended, adjusted, or renewed in Michigan (or outside the state if it covers a Michigan resident) beginning 90 days after the bill is enacted. The bill states that it would not prevent an insurer from reducing the cost of insulin to insured individuals by an amount greater than $50.
