Civil rights: public records; limited access to public records; provide for incarcerated individuals.

A bill to amend 1976 PA 442, entitled “Freedom of information act,” by amending sections 1, 2, 3, and 5 (MCL 15.231, 15.232, 15.233, and 15.235), section 1 as amended by 1997 PA 6, section 2 as amended by 2018 PA 68, section 3 as amended by 2018 PA 523, and section 5 as amended by 2020 PA 36.

Mackinac Center Analysis

House Bill 4427 expands FOIA to permit requests by prisoners if it relates to themselves or their children. Ordinarily, expanding FOIA to prisoners would be a problem (anyone who has seen the number of appeals filed by prisoners would agree), but this expansion is limited to specific records.
