2023 House Bill 4491

Individual income tax: credit; e-bike transportation incentive program act; create.

A bill to establish an electric bicycle transportation incentive program; to provide discount vouchers to certain individuals for the purchase of an eligible electric bicycle; to establish a process for applying, issuing, and reimbursing discount vouchers issued under the program; and to prescribe the powers and duties of certain state entities and officers.

Mackinac Center Analysis

Creates an economic incentive for the sale of electric bikes, or “e-bikes.” Offers discount vouchers to purchase e-bikes. The vouchers would be good for a 90% discount from retail or $500, whichever is less for most adults. Low-income residents and those on various state assistance programs would receive a discount of 90% or $1,250, whichever is left. No discounts would be offered after 2027.
