House Bill 4694 would amend the Foster Care and Adoption Services Act to require that the Department of Health and Human Services (DHHS), when applying for benefits for a child in foster care, and in cooperation with the child’s attorney, identify a representative payee or fiduciary in accordance with specified federal regulations.
