It outlines authorized individuals who can handle a signed application, including the applicant, their immediate family, household members, mail carriers within their job duties, a chosen registered elector, or authorized election officials. Clerks are mandated to always have application forms available and to provide them upon request, with applications requiring a U.S. citizenship certification and the applicant's address, alongside a warning about the felony penalty for submitting false information.
