A bill to amend 1984 PA 431, entitled “The management and budget act,” (MCL 18.1101 to 18.1594) by adding section 364.
Stipulates that no house of the legislature, committee, or subcommittee can pass an appropriations bill containing a legislatively directed spending item unless specific conditions are met. These conditions include the requirement for the item to be sponsored by a legislator, who must provide a detailed written statement with information such as the legislator's name, details about the recipient or project, the purpose and justification of the spending item, evidence of community support, and a certification of no financial interest by the legislator or their immediate family.
