It allows for exceptions in pricing for sales to hospitals, charitable institutions, and military establishments, and offers a 35% discount to specially designated distributors and on-premises licensees. The bill also outlines a certification process for small distillers or equivalent out-of-state entities, requiring them to return a gross profit of 32.5% on each bottle of qualified distilled spirits manufactured.
