Occupations: licensing fees; licensing fees related to certain occupations; eliminate sunset.

An act to amend 1979 PA 152, entitled “An act to provide for the establishment and collection of fees for the investigation, regulation, and enforcement of certain occupations and professions, and for certain agencies and businesses; to create certain funds for certain purposes; and to prescribe certain powers and duties of certain state agencies and departments,” by amending sections 13, 17, 21, 25, 27, 31, 37, and 38 (MCL 338.2213, 338.2217, 338.2221, 338.2225, 338.2227, 338.2231, 338.2237, and 338.2238), as amended by 2019 PA 71.

House Fiscal Agency Analysis

House Bill 4993 would amend the State License Fee Act (1979 PA 152), which pertains to the licensure of various occupations regulated by the Department of Licensing and Regulatory Affairs (LARA). Under the bill, sunsets on fees that will mature on September 30, 2023, would be extended through September 30, 2027. The bill would maintain FY 2022-23 fee amounts by extending sunset provisions included with previous fee increases (initially enacted in 2003), which would otherwise cause numerous statutorily authorized fee amounts to decrease. The fee sunsets were previously extended in 2019.
