Implements stricter qualifications for teachers and counselors in Michigan's school districts and intermediate school districts. It mandates that teachers must possess a valid teaching certificate, while counselors need a valid teaching certificate with a school counseling endorsement, a master's degree in school counselor education with a passed examination, or significant out-of-state experience with a passed examination.
