A bill to establish a standard to reduce the carbon intensity of transportation fuels; to establish a market for trading carbon intensity credits; and to provide for the powers and duties of state and local governmental entities.
Proposes the creation of a market for trading carbon intensity credits and outlines the roles and responsibilities of state and local governmental entities, fuel providers, and credit generators in this initiative. The bill mandates the Department of Environment, Great Lakes, and Energy to calculate the baseline carbon intensity using 2019 data and a life-cycle emissions performance-based approach. It also sets provisions for progressively meeting the overall clean fuels standard, developing a mechanism for trading credits, and establishing clean fuel standards for future years, including 2040 and 2050.
