1. Amend page 3, line 3, by striking out all of subsection (8) and inserting:

“(8) Subject to the limitations imposed in this section, the low-income water residential affordability funding factor is $1.25 per month per retail water meter or the equivalent based on the provider’s billing cycle, and increases by $0.25 each year thereafter beginning January 1, 2025 until December 31, 2028. Beginning January 1, 2029, and each year thereafter, the task force shall adjust the low-income water affordability funding factor by the percentage increase in the United States Consumer Price Index for the immediately preceding calendar year. If the remaining balance reported under this subsection is greater than 10% of the funds collected by the low-income water affordability funding factor in the fiscal year for which the remaining balance was reported, the task force shall set the low-income water residential affordability funding factor at a rate at which the total funds collected would not exceed the total amount of funds collected by the low-income water affordability funding factor minus the remaining balance.”.

2. Amend page 4, line 4, after “subsection” by striking out “(8)(c)” and inserting “(8)”.
