A bill to make, supplement, and adjust appropriations for various state departments and agencies for the fiscal year ending September 30, 2024; to provide for certain conditions on appropriations; and to provide for the expenditure of the appropriations.
Prohibits pathogen enhancement engineering or research. Violation of this prohibition is classified as a felony, punishable by up to 5 years in prison, a fine of up to $100,000, or both. Additionally, the bills proposes a $50,000 reward for individuals who report violations leading to the discovery of such prohibited activities.
