This bill aims to modernize the process for determining the mileage of state trunk line highways, county roads, and city and village streets during jurisdictional transfers. They introduce an annual review process for these transfers and establish a method for calculating the average revenue worth per mile for county roads, based on Michigan transportation funds allocations. Additionally, the bill specifies the financial procedures for jurisdictional transfers made after July 1, 1992, ensuring that funds are transferred to the receiving jurisdiction within 60 days. It also outlines how the transferred mileage is to be financially supported, whether classified as part of the local road or street system or the primary road or major street system of the receiving jurisdiction. Furthermore, for cities and villages with a population of 25,000 or more, transferred trunk line mileage classified as a major street will be certified at twice its measured length. This legislation seeks to enhance the safety, efficiency, and management of Michigan's transportation system by refining its financial and administrative framework.
