2023 Senate Bill 136

History and arts: other; history museum authorities act; create.

An act to provide for the establishment of history museum authorities; to provide for the powers and duties of a history museum authority; to authorize the levy and collection of a property tax by a history museum authority; and to provide for the powers and duties of certain state and local governmental officers and entities.

House Fiscal Agency Analysis

The bill would create the "History Museum Authorities Act", which would allow a history museum authority to levy a maximum tax of 0.4 mill for up to 20 years on all the taxable property within the county that established the authority. The tax could be used to provide revenue to history museum services providers for services exclusively benefitting one or more history museums. The tax would have to be approved by electors in a county in a regular election, and a county or municipality could be reimbursed by an authority for actual costs attributable to such election. The Act also would prescribe additional powers and duties of an authority and entities with the responsibility to oversee an authority.
