Senate Bill No. 16 aims to amend the 1978 Public Health Code (PA 368) by modifying section 2896. This amendment allows the department to promulgate necessary rules for implementing the code, including procedures for filings, vital records' form and content, documentation for issuing or amending certificates or permits, and rules on inspection, disclosure, fees, and the handling of inactive reports and applications. However, it restricts the department from creating or enforcing any rule that permits the amendment of a death record unless the individual seeking the amendment certified or completed the medical certification for that death record.
