Counties: charter; election of county executive in a charter county; modify election schedule to the presidential election years.

A bill to amend 1966 PA 293, entitled “An act to provide for the establishment of charter counties; to provide for the election of charter commissioners; to prescribe their powers and duties; to prohibit certain acts of a county board of commissioners after the approval of the election of a charter commission; to prescribe the mandatory and permissive provisions of a charter; to provide for the exercise by a charter county of certain powers whether or not authorized by its charter; and to prescribe penalties and provide remedies,” (MCL 45.501 to 45.521) by adding section 14b.

House Fiscal Agency Analysis

The bill would amend Public Act 293 of 1966, which allows for the creation of charter counties, to do the following: -- Specify that a county executive in a county of less than 1.0 million people who was elected at the 2026 general November election would serve a two-year term beginning January 1, 2027, and ending December 31, 2028. -- Specify that a county executive in a county of less than 1.0 million people who was elected at the 2028 general November election and every fourth year after would serve a four-year term beginning on January 1 following the election.
