A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending sections 36103, 36110, and 36111 (MCL 324.36103, 324.36110, and 324.36111), section 36103 as amended by 2003 PA 36 and sections 36110 and 36111 as amended by 2016 PA 265.
Modifies the terms, transferability, and conditions under which development rights agreements or easements can be entered, sold, or relinquished, with a term range from 10 to 90 years for agreements post-June 5, 1996. It outlines conditions for the state or local governing bodies to dispose of such agreements and specifies circumstances under which land under these agreements can be sold or relinquished, especially in cases of death, permanent disability of the landowner, or to adjust farm boundaries or divide farmland.
