Clarifies the liability of facility owners or operators for hazardous substance releases, specifying conditions for liability determination, including the failure to conduct or properly submit a baseline environmental assessment. It outlines exemptions for certain persons and entities, such as state or local governments acquiring property involuntarily, residential property owners, and those who inherit or unknowingly acquire contaminated property, provided they conduct all appropriate inquiries at acquisition.
