The proposed legislation seeks to amend the Occupational Code, specifically targeting the licensing requirements for cosmetology instructors, electrology instructors, manicurists, and estheticians. The bill outlines that the Department of Licensing and Regulatory Affairs will issue licenses to individuals who meet specified criteria, including good moral character, educational qualifications, and practical experience. For cosmetology instructors, the bill mandates a minimum of three years of practical experience, with at least one year in a cosmetology establishment, and increases the required instructor training hours from 500 to 600 for those beginning training on or after July 1, 2024. Electrology instructors must have at least three years of practical experience, with one year in a licensed cosmetology establishment, and complete 300 hours of instructor training. The bill also allows for the issuance of limited instructor licenses under certain conditions.
For manicurists, the legislation increases the required training hours from 400 to 600 for individuals starting their training on or after July 1, 2024. Similarly, for estheticians, the required training hours are increased from 400 to 750 for those beginning training on or after the same date. The bill removes outdated provisions related to the transitional licensing of estheticians that were in place following the 1997 amendments. These changes aim to standardize and enhance the training and qualifications required for professionals in the cosmetology field, ensuring a higher level of competency and service quality.
