Amends the Michigan Vehicle Code to enhance and clarify regulations around authorized emergency vehicles and the use of specific lights and lamps on vehicles. It defines what constitutes an authorized emergency vehicle, spanning a broad range of emergency services, and details permissible lighting to reduce glare and improve public safety. The bill specifies the use of different colored lights for various scenarios, such as funeral processions, emergencies involving physicians, and public transit in low visibility conditions. It also regulates flashing, rotating, or oscillating lights and restricts the sale of certain emergency lights to authorized personnel only. Furthermore, it addresses the operation of oversized and overweight vehicles under specific conditions, including the issuance of special permits for wreckers towing disabled vehicles, and outlines the use of lights on private security vehicles. Violations of these regulations are subject to civil infractions, with fines varying based on the nature of the violation. The bill emphasizes compliance and safety during emergency responses and services, including provisions for civil fines for various violations, costs up to $100, and the option for attending treatment, education, or rehabilitation programs. It also introduces measures for waiving fines under certain conditions and establishes a justice system assessment fee for civil infractions, excluding minor violations.
