Entities preparing biosolids must test for PFAS and report the results to the department, with the testing method approved by the U.S. Environmental Protection Agency. The department, in consultation with the Department of Agriculture and Rural Development, is required to promulgate rules to enforce these measures.
The bill also modifies the requirements for the land application of sewage sludge, ensuring that monitoring and reporting are consistent with federal regulations but may impose stricter standards to protect public health and the environment. Specific deadlines include the requirement for the department to promulgate rules by October 1, 1997, and the ongoing obligation for entities to provide monitoring summaries and notifications regarding PFAS concentrations in biosolids.
