A bill to amend 1976 PA 220, entitled “Persons with disabilities civil rights act,” (MCL 37.1101 to 37.1607) by adding section 506b.
Mandates that those involved in the foreclosure of mortgages or land contracts, as well as initiators of summary proceedings to recover premises, ensure effective communication with persons with disabilities. It specifies the need for reasonable accommodations and auxiliary aids for effective communication, emphasizing timely and accessible formats that respect privacy and independence. The bill explicitly prohibits relying on minors for interpretation except in emergencies posing imminent threats to safety or welfare when no interpreter is available. It also sets standards for video remote interpreting services to ensure high-quality, real-time communication. Notices related to foreclosure or summary proceedings must be acknowledged by the recipient as received and understandable.
