Introduces a systematic review process for administrative rules, requiring each agency to review 20% of its rules annually, ensuring all rules are reviewed at least once every five years. The results of these reviews, including public comments and fiscal impacts, must be compiled into a rule report and made publicly available. If an agency fails to include a rule in its report, the rule may be automatically rescinded after a series of notifications and deadlines.
