A bill to amend 2016 PA 407, entitled “Skilled trades regulation act,” (MCL 339.5101 to 339.6133) by adding section 218.
The proposed legislation mandates that starting January 1, 2025, and by May 1 of each subsequent year, the Department must review the licensure process for 25% of the occupations under its jurisdiction. This review process aims to evaluate and report on several key aspects, including whether the current licensure process should be modified or remain unchanged, the necessity, relevance, or redundancy of issuing licenses for specific occupations, and whether any licenses should be eliminated. Additionally, the report must assess the fiscal impact of the licensure process on the Department and the financial implications for individuals, particularly noting any disproportionate effects on businesses of varying sizes, industries, or geographic locations within the state. The review will also consider whether the issuance of licenses has led to wage loss, job loss, or job restrictions in high-need fields, as defined by the Futures for Frontliners program operated by the Department of Labor and Economic Opportunity. The Department is required to complete the review of all occupations by May 1, 2028.
