Mackinac Center Analysis

House Bill 5791 would amend the filing process for candidates for federal office, allowing candidates for U.S. Senate or Congress the option to pay a non-refundable filing fee in lieu of submitting nominating petitions. For U.S. Senate, the filing fee would be $5,000 payable to the Michigan Secretary of State. For U.S. House, the filing fee would be $1,000. Candidates in multi-county districts would pay the fee to the Secretary of State, while candidates in single-county districts would pay the fee to that county's clerk.
