A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” (MCL 324.101 to 324.90106) by adding section 3115b.
The legislation requires large counties in Michigan to submit and implement a discharge reduction plan for permit violations, with significant fines for non-compliance, and directs recovered fines to the Clean Water State Revolving Fund.
