A joint resolution proposing an amendment to the state constitution of 1963, by adding section 29 of article I, to recognize an inherent and inalienable right to a clean environment and natural resources and to ensure that the state acts as a trustee for the natural resources of this state.
Constitutional amendment declaring a right to "a clean and healthy environment, including clean water, air, and soils; balanced ecosystems; a stable climate; and the preservation of the natural, cultural, recreational, and healthful qualities of the environment." Also declares all resources (includes climate) as common property of all people now and into the future. Also prevents all state branches, agencies, and political subdivisions from acting in any way deemed to infringe on this right.
