Transportation: funds; funding in regard to population; modify.

A bill to amend 1987 PA 231, entitled “An act to create a transportation economic development fund in the state treasury; to prescribe the uses of and distributions from this fund; to create the office of economic development and to prescribe its powers and duties; to prescribe the powers and duties of the state transportation department, state transportation commission, and certain other bodies; and to permit the issuance of certain bonds,” by amending section 11 (MCL 247.911), as amended by 2020 PA 204.

Mackinac Center Analysis

The bill amends the transportation economic development fund in Michigan to ensure current distribution for monies to mitigate congestion on county primary roads stays intact. The formula currently allocates 20% to Macomb County and 12% each to Kent and Genesee counties. Due to a rising population, Kent County moved into the next tier and would share the reserve of money intended for Macomb County so both counties would be reduced to 10% distribution and Genesee County would dramatically increase to 24%. This legislation corrects that to reflect the current distribution formula.
