Energy: alternative sources; distributed generation, storage, and aggregation; create program for in rate cases.

A bill to amend 2008 PA 295, entitled “Clean and renewable energy and energy waste reduction act,” (MCL 460.1001 to 460.1211) by adding part 8.

Mackinac Center Analysis

This is the next phase of net-metering/distributed generation programs. As with SB 772 and HB4839, this bill admits to the growing need to install home-based (behind-the-meter) generators. But it specifically excludes the home generators that work effectively (i.e., fossil fuel powered generators). They could avoid the need for this bill by allowing utilities to generate reliable energy. However, they have mandated that 60% of the state's electricity comes from non-dispatchable sources like wind and solar.
