A bill to declare the powers and duties of the Black leadership advisory council; and to prescribe the powers and duties of certain state governmental officers and entities.
Establishes the Black Leadership Advisory Council Act, which outlines the formation, powers, and duties of the Black Leadership Advisory Council. The council, initially created by Executive Order No. 2020-163, is composed of 16 members appointed by the governor, representing Black leadership across various fields such as economics, law, public policy, education, health, technology, and more. Additionally, the council must include at least one immigrant or expert in immigration policy and one individual aged between 18 and 35. Members serve three-year terms, and vacancies are filled by the governor. The governor also holds the authority to remove members for incompetence or other valid reasons.
The council's primary responsibilities include developing and recommending policies to the governor aimed at eradicating discrimination and promoting racial equity in Michigan. This encompasses areas like healthcare, housing, education, employment, and economic opportunities. The council is also tasked with identifying and addressing gaps in state laws that perpetuate inequities, collaborating with the governor's office to promote equitable legislation, and serving as a resource for community groups. Additionally, the council is responsible for promoting cultural arts within the Black community and submitting an annual report to the governor detailing its activities and recommendations.
