Education: public school academies; additional requirements for oversight of public school academies by authorizing bodies; provide for.

A bill to amend 1976 PA 451, entitled “The revised school code,” by amending sections 507, 528, and 561 (MCL 380.507, 380.528, and 380.561), as amended by 2023 PA 34.

Mackinac Center Analysis

Aims to increase an authorizer's oversight of each public school academy for which it has issued a contract. It does this by requiring a representative from the authorizing body to attend each board of directors meeting for the public school academy, prepare and present written reports of its oversight activities, and oversee each contract it has issued and ensure the terms and conditions of each of these contract is carried out. The final requirement in particular places an undue burden on the authorizer who previously was not tasked with ensuring the terms of each contract be fulfilled. Public school academies may inadvertently be negatively impacted if the authorizers that issued their contracts are unable to fulfill this requirement.
