This would appropriate $3.140 billion in adjusted gross spending (funded from all sources, including special state restricted funds, primarily those funded by user fees such as fuel taxes and license fees, and federal pass-through dollars, minus interdepartmental transfers), an increase of 5.8 percent compared to the current year's $2.967 billion, the amount enacted in 2000.
