To require a vote to be put to the citizens of Detroit on the August, 2002 ballot on whether to abolish the current nine-member at-large city council, and replace it with a council elected from nine single-member election districts, with the apportionment determined by a redistricting commission composed of two members appointed by the mayor and one appointed by the city council.
