To allow exemptions to the motorcycle helmet mandate law for persons at least 21 years old who have been licensed to operate a motorcycle for at least two years, and who have successfully completed a motorcycle safety course. Also exempt would be motorcycle passengers 21 years old or older if the driver meets the age, licensure, and safety training requirements, and persons operating or riding in an “autocycle” if the vehicle is equipped with a roof that meets or exceeds standards for a crash helmet.
