To require that the live birth of an infant during an abortion procedure be reported and certified as a live birth to the local or state registrar. Live births that occurred during an attempted abortion would be treated in the same manner as other live births, depending on whether or not the attempted abortion took place in an institution. However, for births that resulted from an attempted abortion, the parents would be listed as "unknown." The bill would also add "medium-chain acyl-coenzyme a dehydrogenase deficiency" (or MCAD deficiency) to the list of seven disorders for which newborns must now be tested in Michigan, and increase the fee the Department of Community Health may charge for newborn screening tests from $41.86 to $53.71 per birth. The bill is part of a legislative package comprised of House Bills 5994 to 5998.
