To increase the penalties for threatening to or detonating explosives in stadiums, critical transportation infrastructures, or against public service providers. The bill also expands the types of facilities considered vulnerable targets under the law to include stadiums, transportation infrastructure, airports, harbors, gas and oil pipelines, refineries, and storage facilities, nuclear and other power plants, telephone systems, waterworks, all buildings owned by the state or federal government, trucks, watercraft, planes, trains, and automobiles that provide for the movement of goods in commerce. Under current law, day care centers, health care facilities, places of worship and institutions of higher education are already considered vulnerable targets that warrant enhanced sentences. The bill is part of a legislative terrorism response package comprised of House Bills 5495 to 5520, and Senate Bills 930 to 960.
