To require the Department of Environmental Quality to develop a priority list for projects funded by the Strategic Water Quality Initiatives Fund proposed by House Bill 5892. This would add two new factors to those upon which priority is determined for awarding grants to communities from the state water pollution control revolving fund. These would advantage communities which have developed a plan to deal with sewage issues that minimizes environmental impacts, and projects designed to upgrade failing septic systems around waterways. The Strategic Water Quality Initiatives Fund will receive ten-percent of the $1 billion in proceeds from a sewer infrastructure bond proposed by House Bill 4625.
