To require the Department of Community Health to impose more rigorous health facility design standards on hospitals and other health facilities. The bill would also exempt from the Certificate of Need process certain teaching hospitals for purposes of allowing them to share space at Veterans Administration hospitals. This would apply to the University of Michigan Medical Center and the Detroit Medical Center, allowing their overburdened facilities to share beds and equipment with nearby veterans hospitals that are currently under capacity.
