To eliminate the Republican presidential primary which would otherwise be held in February, 2004. It is widely expected that no Republican candidate will challenge President George W. Bush for the GOP nomination, making the primary election superfluous. See also House Bill 4602, the House-passed substitute for which made much more dramatic changes in Michigan's presidential primary system. The passage of this bill in the House most likely means that bill is dead.
