To allow Blue Cross/Blue Shield (BCBS)to enter into contracts with health care facilities in other states. The bill would also specify that if the company offers long term care insurance, it must do so through a subsidiary, and that unlike other BCBS insurance, revenue from this product would not be exempt from taxation.
