To make absentee voting easier for those electors who are temporarily residing overseas or in the District of Columbia, including members of the armed services, and who apply to vote as absentee voters by federal postcard. The bill was introduced to make Michigan's election law comply with recent federal mandates. It also repeals a requirement that local clerks annually examine voter registration records for electors who have not voted within the preceding five years. Another state law allows clerks to consider the five-year inactivity as reliable information that the elector has moved, and cancel the registration. This law is not affected by the bill.
