The school code does not prohibit school boards from contracting out for energy conservation improvements to school facilities, and the bill would explicitly authorize it. "Qualified provider" would mean an individual or business experienced in performing the design, analysis, and installation of energy conservation improvements and facility management measures. The bill would require a school's contract with a provider to have a guarantee or performance clause.
